My name is Deane Foote and I am running for the position of Supervisor for district 3 in Riverside County.
My wife and I moved into the Temecula Valley in March of 2000. We live in wine country on our 20 acre organic citrus farm. We also own and operate a small winery.
My position is: I stand for Integrity, Honesty and Accountability.
I am a candidate for the interests of the people, not special interests such as land developers. The supervisors office should represent the voice of the people. Coming from a manufacturing background, when elected, my office would operate in a similar fashion. Any successful operation relies on input from various sources, such as individuals, committees, and community leaders to aid in the making of decisions, policies and procedures. I would request and welcome input from all available sources. I believe in the concept that two heads are better than one. The final decision may very well rest with me, however, that decision would be based on these inputs. The decision would also be based on common sense. In the end the driving question is, what best serves the interests of the community and the county.
Issues:
Transportation and roads.
Community involvement.
Permits and land use.
Transportation and Roads:
Over the course of the past eight years we have seen ever increasing growth and development. With this increased growth has come increased commuter traffic. Many of the roads with in the county have been not been improved to accept this increased traffic. If we do not do something now, I believe we will be facing unacceptable levels of traffic congestion.
I believe South West Riverside County is well behind the curve when it comes to Mass Transit. San Diego and Los Angeles Counties have taken great strides in developing and implementing train and bus systems over the past years. These systems have become an integral part of their transportation plan. I believe if we provide an effective, convenient and comfortable option to the commuters some of the traffic issues would be reduced. I would also suggest a moratorium, of at least five years, be placed on track housing projects. This would allow time to improve our roads to better handle the increased traffic.
Community involvement:
As I mentioned previous, input from the community is most important. Most people go about their busy lives with little or no knowledge of decisions being made that directly effect their communities. I believe that greater effort needs t be made to inform the public of these important issues. I have spoken with many people who would like to attend planning and board meetings and express their opinions. The problem is that these meetings are generally held during the day when they cannot take off time from work. I would encourage community leaders and organizations to sponsor Town Hall type meetings that would allow the people in the community to bring up and discuss their issues. I would then request that these community leaders and organizations meet with me every three to four months to discuss their issues.
